2.1 Population, Society and Economy

Up to the end of 2006, total population of the Three Gorges Project area was 20.3398 million, up by 0.9% compared with that of 2005. Among them, 13.9426 million people were farmers, accounting for 68.5% of the total population, down by 0.3% compared with that of 2005. 6.3972 million people were urban residents, up by 3.6% than that of the last year. Urban population took up 31.5% of the total, up by 0.9 percentage point.

Total production output of the Three Gorges reservoir area was 257.733 billion yuan in 2006, an increase of 13.1% in comparable price against that of 2005. Among them, the total output was 243.527 billion yuan in Chongqing area, 14.206 billion yuan in the reservoir area of Hubei Province, up by 13.1% and 13.5% respectively against that of 2005. The primary industry of the reservoir area achieved added value of 26.307 billion yuan, down by 4.0% against that of 2005. The secondary industry of the reservoir area achieved added value of 110.057 billion yuan, up by 16.9%. And the tertiary industry obtained added value of 121.368 billion yuan, up by 14.2%. Industrial structure of the reservoir area was on continuous adjustment. As a result, the proportion of the added value of the primary, secondary and tertiary industries against the total production output was adjusted from 12.4:40.9:46.7 in 2005 to 10.2:42.7:47.1 in 2006. The development of non-agriculture industry was faster than that of the primary industry.

In 2006, the production of each industry of the reservoir area was on steady growth. Industrial added value reached 90.373 billion yuan, up by 18.2% compared with that of 2005 in comparable price. The construction industry realized the added value of 19.684 billion yuan, up by 11.3% against that of 2005. The total amount of cargo shipment reached 305.24 million tons with an increase of 8.5%. Total passenger traffic was 658.06 million people, up by 9.4%. Total postal and telecommunication services reached 11.090 billion yuan, up by 15.5% against that of 2005.

In 2006, the budgeted education expenditure of the reservoir area was 4.334 billion yuan, up by 31.2% than in 2005. Public health expenditure was 960 million yuan, an increase of 21.8% against that of last year. There were 468,500 professional across the project area, down by 0.4% compared with that of 2005. Public libraries of the region boasted a collection of 7.2087 million books with an increase of 3.9%. There were 501 full-time teachers per 10,000 middle and primary students, 7 more than that of 2005.  97.02% of the population had access to TV, up by 0.08percentage point than in 2005.

2.2 Migration Resettlement

The migration resettlement of work of the Three Gorge reservoir area operated smoothly in 2006 with the resettlement of 94,654 people. A total of 2.5479 million m2 of various buildings had been constructed and 42 factories, mining companied or enterprises removed to new place.

l Rural Areas

In 2006, 48,393 rural residents were resettled and 41,668 of them with farmland. 271,300 m2 land had been developed, 3 new canals were built, 188.43 km rural road were built. 1.2014 million m2 of buildings had been constructed for immigrants, and 1.1806 million m2 were compensated floorage for immigrants.

l Cities

In 2006, a total of 32,997 urban people were resettled with 4.6,900 m2 land leveled and 777,100 m2 of land requisitioned. 2.16 km new road was built, 15,000 m2 of urban land were planted with trees and grass, 866,900 m2 of buildings were constructed. Among the, 846,700 m2 were residential building, 795,300 m2 of them were for compensated floorage.

l Towns

In 2006, 13,264 town residents were resettled with the construction of 486,300 m2 of buildings. Among them, 448,500 m2 were residential buildings, 469,100 m2 of compensated floorage for immigrants.

l Plants, Mines and Other Enterprises

In 2006, 42 plants, mines and other enterprises in the reservoir area had finished the removal work.

l Special Facilities

In 2006, 28.52 km road and 698.22 m length of big and medium sized bridges were rebuilt. A total of 31 wharfs, 5 hydro power plants, 39 pumping stations, and postal stations had been newly built. 105,800 m of power transmission lines, 107,000 m of communication lines and 71,000 m of broadcasting & TV cables had been laid. A total of 20.39 million m2 of bed area had been cleared out.

l Environmental Protection

A total of 18.6893 million yuan had been invested in environmental protection projects in the migration resettlement area in 2006.

l Counterpart Assistance

In 2006, 6.931 billion yuan funds were introduced from other provinces and municipalities, 192 million yuan of them were put in place and for public interests. There were 394 economic development projects with 6.739 billion yuan put in place. 24,053 person*times immigrant labor were arranged, 8,466 people received training and 41 person?times of official exchange. The Three Gorges reservoir area received 188 visiting groups involving 2161 person?times.
