| The standard was formulated according to the Environmental Protection Law of the People's Republic of China, Law of the People's Republic of China on Prevention and Control of Water Pollution, Air pollution Prevention and Control Law, and the Law of People's Republic of China on Prevention and Control of Pollution by Solid Wastes for the purpose of controlling pollutant discharge from raw coal exploitation, coal washing and where the coal is stored, loaded and unloaded, protecting human health and eco environment and promoting sustainable development of coal industry. The standard provides pollutant discharge limits for raw coal exploiting and washing, air pollutant emission limits for ground coal production system and technical requirements for pollution control in coal gangue dumping sites, coal storage, loading and unloading sites that belong to coal washing enterprises. It applies to pollution prevention and control in all coal mines (including open-cast mines), coal washing factories and their coal gangue dumping sites, storage, loading and unloading sites, and to environmental impact assessment of coal industry projects, design of environmental protection facilities, check upon their completion and pollution control and management after the facilities are put into operation. |
