The current standard is developed for the purpose of implementing Environmental Protection Law of the People's Republic of China, Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution and materializing the Circular of the General Office of the State Council on Distribution of the Guidance of MEP and Other Departments for Facilitating Improvement of Regional Air Quality by Joint Prevention and Control of Air Pollution (Guobanfa No.¡²2010¡³33), protecting the environment and human health, preventing and controlling vehicle emissions, raising clean level of vehicle diesel and facilitating technical progress and optimum industrial structure. Based on national Grade IV and V vehicle emission standard, the current standard specifies the contents such as control limit of emission of diesel fueled vehicles, concentration of hazardous substances with adverse impacts on human health and eco environment and environmental protection performance. The current standard is applicable to vehicle diesel. The regions implementing national Grade IV and V vehicle emission standard shall meet relevant requirements of the current standard in terms of selling diesel for vehicles.
