In order to strictly prevent illegal export of toxic chemicals and earnestly improve the implementation of the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals Pesticides in International Trade and the Stockholm Convention on Persistent Organic Pollutants, the List of Toxic Chemicals Severely Restricted for Import and Export of Chinais now promulgated.

Any party intending to import or export the chemicals included in the List of Toxic Chemicals Severely Restricted for Import and Export shall apply for the Registration Certificate for Environmental Management on Import/Export of Toxic Chemicals and the Clearance Notification for Environmental Management on Import/Export of Toxic Chemicals at State Environmental Protection Administration according to the procedures stipulated in the Regulations for Environmental Management on the First Import of Chemicals and the Import and Export of Toxic Chemicals. The department of customs shall check and clear the customs against the presence of the Clearance Notification for Environmental Management on Import/Export of Toxic Chemicals issued by State Environmental Protection Administration.

Should there is any discrepancy between this Announcement and the toxic chemicals severely restricted in the List of Toxic Chemicals Banned or Severely Restricted in the People's Republic of China (the 1st and 2nd Group), this Announcement shall prevail.

This Announcement enters into force as of January 1, 2006.
