BEIJING, Jun. 26 (Xinhua)-Xi Jinping, General Secretary of the CPC Central Committee, President of the State, President of the Central Military Commission of the CPC, and Leader of the Central Leading Group for Comprehensively Deepening Reforms, chaired the 36th meeting of the Central Leading Group for Comprehensively Deepening Reforms and delivered important remarks. He stressed that highlighting the systematic nature, integrity, and collaboration is what requires for comprehensively deepening reforms, and a major approach to moving forward with reforms. Collaboration is getting more important along with the progression of the reforms, and should be highlighted during making and implementing reform plans and generating reform effects.
The meeting deliberated and adopted, inter alia, the Plan for Piloting the National Park System in Qilian Mountains, the Interim Regulations on the On-the-departure Audit of Leading Officials on Natural Resources and Assets, the Implementation Plan for National Ecological Civilization Experiment Zone (Jiangxi), and the Implementation Plan for National Ecological Civilization Experiment Zone (Guizhou).
The meeting noted that Qilian Mountains are the major ecological security barriers in western China, a vital water source in the Yellow River basin, and a priority area for the conservation of biodiversity in China. While piloting the national park system in Qilian Mountains, it is imperative to focus on establishing the schemes and mechanisms, highlight the preservation of the ecosystem integrity and the ecosystem restoration, take it as a cutting point to explore solutions to cross-region and interdepartmental institutional issues, follow the concept that mountain, water, forest, farmland, and lake ecosystems are a community of life, make positive efforts in ecosystem conservation and comprehensive governance, in balancing ecological conservation with the improvement of livelihood, and in completing the development, regulation, and phase-out of resources, and exercise more strict conservation.
The on-the-departure audit of leading officials on natural resources and assets should be based on the physical quantity of natural resources and assets and the eco-environmental quality conditions, and focus on assessing the performances of leading officials on implementation of the lines and policies of the central authorities, observation of laws and regulations, major decision-making, attainment of goals and tasks, and implementation of the supervision responsibilities, in order to urge the leading officials to fulfill the responsibilities for the management of natural resources and assets and the conservation of the ecological environment.
Over the past year since it became the national ecological civilization experimental zone, Fujian Province has gained experience in designing the responsibility framework for developing ecological civilization, improving the national land development and protection system, promoting green policies, tightening ecological regulation, and developing green finance. Jiangxi and Guizhou as the new experimental zones should learn Fujian’s experience and practices, work on developing creative schemes and mechanisms, and accumulate experience for improving the ecological civilization institutions.
