In response to this heavy air pollution spell, Minister Chen Jining chaired a decision making and consultation meeting every afternoon these days to debrief the latest air quality trends, dispatch the inspection teams in the frontline, and make the response deployments. Vice Minister Zhao Yingmin headed an inspection team to Anyang, informed the municipal government of the revealed problems, and then arrived in Baoding, the next stop of his inspection tour, today.
So far, Beijing, Tianjin, Tangshan, Baoding, Langfang, Zhengzhou, Hebi, Anyang, Xinxiang, Jiaozuo, Puyang, Yuncheng, and Jincheng have already activated the Code Orange early warning of heavy air pollution, and Handan and Xingtai the Code Yellow early warning.
Seven mobile inspection teams sent by the Ministry continued with the thematic inspection on Beijing, Tianjin, Shijiazhuang, Tangshan, Baoding, Xingtai, and Anyang separately. They checked a total of 173 sensitive sites and revealed 120 problems yesterday.
The problems fell into one of the following four categories, a. some cities did not carry out satisfactorily the emergency response measures specified by the heavy air pollution contingency plans; b. some companies falsified the air pollutant online monitoring data; c. some firms either deceived the inspectors or denied the inspectors’ access to their premises; d. some cities did not have their “scattered, disorderly, and polluting” enterprises rectified.
Some of the local governments were caught with nonfeasance or inefficiency.
The Ministry has informed the local governments of the revealed problems and urged them to take immediate actions to rectify the problems and report back the results before a certain deadline.
