To ensure the achievement of the environmental protection target of the “11th Five-Year Plan”, Ministry of Environmental Protection has developed the“11th Five-Year Plan for the Building of National Capacity in Environmental Supervision” (hereinafter referred to as the Plan). NDRC and Ministry of Finance jointly approved and printed out and distributed the document across the country in the name of No.[2008] 639 Document of NDRC on Investment recently. The Plan has total investment of 14.959 billion yuan. Among them, 7.847 billion yuan comes from the central government involving 50 projects.

Relevant senior official of Ministry of Environmental Protection said, focusing on the development of advanced early warning system for environmental monitoring system and complete supervision system for environmental law enforcement, the Plan makes an overall arrangements for such areas as environmental monitoring, environmental supervision, nuclear and radiation, environmental science & technology, environmental information and statistics as well as environmental publicity and education. The 13 construction tasks specified by the plan include: improving environmental quality monitoring network, strengthening the supervision monitoring capacity of pollution sources, improving emergency response monitoring capacity, enhancing the monitoring capacity for nuclear and radiation environment, promoting the standardization development of environmental supervision institutions, development of automatic monitoring system for key pollution sources under national control program, raising supervision and management level in the field of nuclear and radiation, intensifying supervision capacity in supervision and management of solid waste, improving the capacity in the management of nature reserves, improving the infrastructure and basic working conditions of national level environment protection institutions, integrating and developing major scientific research platform, facilitating the development of standardization of environmental publicity and education institutions, and accelerating the capacity development in environmental information and statistics.

The official said, the Plan is the first self development plan in environmental protection history of China and clearly reflects the fact that NDRC and Ministry of Finance carry out the scientific outlook on development and attach great importance to environmental protection work. After the implementation of the Plan, it is expected that national capacity in environmental supervision and management will obtain remarkable improvement, indicating an important step to the development of modern, standardized and informationized environmental supervision system with Chinese characteristics, which will lay a solid foundation for the development of scientific, intact, unified and world-class statistic, monitoring and examination systems for emission reduction and provide strong guarantee for the achievement of emission reduction target.
