Premier Wen Jiabao chaired an executive meeting of the State Council on Feb.29. The meeting approved the release of newly revised Ambient Air Quality Standard and made arrangements for strengthening major work on comprehensive prevention and control of atmospheric pollution.
To make ambient air quality assessment results comply with real situation and approach public feel, the meeting approved the release of newly revised Ambient Air Quality Standard. The new standard added two monitoring indicators such as PM2.5 and 8-hour concentration of ozone. The meeting required key regions such as Beijing-Tianjin-Hebei, Yangtze River delta and Pearl River Delta, municipalities under the State Council and provincial capitals could carry out monitoring on pollutants such as PM10 and ozone in 2012, 113 key cities on environmental protection and all national model cities on environmental protection will monitor PM10 and ozone in 2013, and all cities at or above prefecture levels will begin monitoring PM10 and ozone in 2015.
The meeting pointed out that CCCPC and the State Council attach great importance to prevention and control of air pollution. The ambient air quality of our country has been basically stable, the air quality of some cities has turned better and the concentrations of pollutants such as SO2 and PM10 in air have been under continuous decline since the end of the "11th Five-Year Plan" period. However, we should understand that current total amount of pollution discharge in our country is still big with preeminent regional atmospheric pollution problem and grave situation for atmospheric environment. We will strengthen comprehensive prevention and control of atmospheric pollution and promote continuous improvement of air quality with greater determination, higher standard and stronger measures. 1) Accelerating the phasing out outdated productivity of industries such as power, iron & steel, building materials, non-ferrous metals, petrochemicals and chemicals. We will promote utilization of clean energy sources in key areas on joint prevention and control of atmospheric pollution. We will relocate urban enterprises with heavy pollution and technical reform on energy saving and environmental protection and optimize industrial layout. 2) Making strict environmental access. In key regions, stricter emission limits for air pollutants will be implemented and any new and expansion of construction projects such as coal-fueled power plants other than co-generation, iron & steel plants and cement plants will be banned. We will impose stricter requirements for new construction projects with strict environment law enforcement supervision. We will give full play of the role of market mechanism and vigorously develop environmental protection industry. 3) Deepening emission reduction. We will facilitate reduction and control of SO2 emissions from power industry, iron & steel, petrochemical and non-electricity industries. We will accelerate the construction of denitrification facilities of coal fueled generating units and strengthen the control of NOx of cement industry. 4) Doing well prevention and control of vehicle emissions. We will raise the quality of vehicle oil and vehicle emission standards. It is expected that by the end of 2015, China will basically phase out all the "yellow label vehicles" registered in and before 2005. 5) Strengthening synergy of prevention and control of pollution. Joint prevention and control measures for air pollution will be conducted in key regions such as Beijing-Tianjin-Hebei, Yangtze River delta and Pearl River Delta. We will establish early warning system for atmospheric pollution under extreme weather conditions.
The meeting stressed that our country is a big developing country and at the stage of rapid industrialization and urbanization. Protecting the environment and improving air quality require long-term common efforts of the whole society. We will strengthen development of environment legal system and scientific publicity and education, enhance public awareness in environmental protection and shoulder environmental responsibilities of government departments, institutions, enterprises, social organizations and citizens. In addition, we will advocate and implement green production pattern and life style.
The meeting also listened to the briefings about measures for preventing and controlling atmospheric pollution in Beijing during 2012~2020.
