
Hu Baolin, Male, Han Nationality, born in March 1953 in Hanyin County of Shaanxi Province. He joined the Communist Party of China in November 1974 and began to work in October 1969. Graduated from Major of Chemistry in the Department of Chemistry in Beijing Normal College; on-the-job Master of Law from the Major of Environmental Laws in Law School of Wuhan University; engineer.
From October 1969 to October 1975, he served as a soldier and then platoon commander in the 14th Company of the 7th Regimental of the 1st Division of Heilongjiang Production and Construction Corporation. From October 1975 to July 1978, he studied chemistry in the Department of Chemistry of Beijing Normal College. From July 1978 to July 1984, he lectured in the Department of Geology in Beijing Normal University. From July 1984 to October 1988, he was a cadre and then the Deputy Director of the Division of Policy Research under the Environmental Protection Bureau in the Ministry of the Urban and Rural Construction and Environmental Protection. From October 1988 to July 1998, he worked as the Deputy Director General and then the Director General of the Department of Policies, Laws and Regulations and the Director General of the Department of Human Resources Management and Institutional Arrangement of the National Environmental Protection Administration (from September 1989 to July 1992, he pursued on-the-job master degree of Environmental Laws in the Law School of Wuhan University). From July 1998 to September 2008, he worked as the Director General of the Department of Human Resources Management and Institutional Arrangement and then Director General of the General Office of the State Environmental Protection Administration (from April 2005 to April 2006, he worked also as the Assistant to the Director of the Office of Construction Committee of the South-to-North Water Diversion Project under the State Council). From September 2008 on, he worked as the Director General of the General Office of the Ministry of Environmental Protection. Since February 2009, he worked as a member of the leading Party Group of Ministry of Environmental Protection and Director General of the General Office.
