Male, Han Nationality, born in July, 1952 in Huadian County, Jilin Province. He graduated from Department of Nonferrous Metallurgy, Northeast Institute of Industry in December of 1975, Master of Science. He joined the Chinese Communist Party in 1976. Economic Administrator.

In December of 1969, he went to live and work in Wenshui Production Team Two of Changweizi Commune in Panshi County of Jilin Province. In December of 1975, he worked as acting technician, Deputy Director in 304 workshop of Jilin Germanium Plant. In May of 1978, he worked as section member and Deputy Division Director in the Planning Commission of Jilin City. In June of 1984, he was Deputy County Magistrate, Deputy Secretary of County Party Committee and County Magistrate successively in Shulan County, Jilin Province. In July of 1989, he was Director and Secretary of the CCP group of Jilin Provincial Environmental Protection Bureau. In January of 1993, he became President of China Environment News. In February of 1997, he was Director General of Department of Planning and Finance of National Environmental Protection Agency. In July of 1998, he was Director General of Department of Planning and Finance of State Environmental Protection Administration (SEPA). In August of 2002, he was Director General of Department of Pollution Control of SEPA. In December of 2004, he was appointed as Vice Minister of SEPA and elected as member of the Leading Party Group in SEPA. In March of 2008, he was appointed as Vice Minister of the Ministry of Environmental Protection of the People's Republic of China.
