On Dec. 25, Minister Li Ganjie presided over the ministerial executive meeting which deliberated and adopted in principle the Technical Guideline for Delineating the Ecological Conservation Red Line, Environmental Quality Bottom Line, Resource Utilization Upper Limit (line), and Environmental Access Negative List (on trial).
The meeting held that the three lines and one list shall be considered as part of the efforts to implement the decisions and plans of the CPC Central Committee and the State Council, promote green growth models and lifestyles, carry out environmental impact assessment of regions, programs and plans, and optimize the geographical space. It is imperative for us to raise the political stance, be fully aware of the significance, and follow this guideline closely to make a change to the subordinate and passive position of ecological and environmental protection in the socio-economic development.
The meeting held that we have made positive progress in laying the groundwork for delineating the lines and making the list. In the next step, we will select a pilot region or watershed. Moreover, we will work faster to formulate supplementary measures for the lines and list, establish a management framework for the environmental impact assessment of regions, programs and plans, and projects, and enable lines and list to be complementary with the reforms measures and legislative amendments in the area of ecological conservation.
