Secretary of the Leading Party Members’ Group and Minister Li Ganjie went on an inspection tour to Shaanxi between Nov. 9 and Nov. 11 to check the implementation of the guiding principles of the 19th National Congress. Li presided over a symposium with the responsible persons in Shaanxi, Gansu, Qinghai, Ningxia, and Xinjiang to hear their opinions and recommendations on putting up a good fight for protecting the ecological environment. He also went on field trips to check the progress in securing a victory over the heavy air pollution control in Guanzhong Area, visited the heat suppliers to figure out the pollution reduction efforts, and checked the capacity building of Shaanxi provincial environmental monitoring stations and the estimation of heavy air pollution. Moreover, he visited and sent regards to the cadres at the Northwest Environmental Inspection Bureau.
At the symposium, Li noted that to study, disseminate, and implement the guiding principles of the 19th National Congress is the top political task at now and for a period of time to come. The report to the 19th National Congress wrapped up and made plans for the building of ecological civilization and protection of ecological environment, and proposed a raft of new reforms, ideas, requirements, objectives, and deployments. It is imperative to align our thoughts and actions with the guiding principles of the 19th National Congress, put up a good fight for ecological environment protection, and provide more quality ecological goods to meet the ever-growing demand of the people for a beautiful ecological environment.
Li took field trips to the distributed energy natural gas heat supply system in Xi’an CRRC vehicle plant community, and centralized heat supply project using recycled water source heat pump in Daxing New District. Li had face-to-face exchanges with the company leaders, engineers and technicians, and learn about the business management, cost benefit, technical level, and pollution reduction efforts. He stressed that to rebuild the coal-fired boilers and implement the “gas for coal” project is a major move to defend the blue skies. A checklist of coal-fired boilers should be developed to make sure each of the boilers is treated. The companies should uphold the people-centered development philosophy, take into consideration the environmental, economic, and social benefits, and guarantee the gas supply for the “gas for coal” project.
At Shaanxi environmental monitoring center, Li had a talk with the frontline monitoring technicians, observed the collection of monitoring data and the operation of monitoring equipment, and learnt about the category, component, and percentage of the pollutants. At the Shaanxi ambient air quality forecast center, he heard report on the air pollution forecast system of the northwest region and Shaanxi Province, as well as the three-day pollution data analysis, estimation, and forecast situation. Li noted that as the pillar of environmental management, environmental monitoring lays the groundwork. So we must observe the work ethics and bottom lines, and make sure the monitoring data are comprehensive, accurate, objective, and true.
