Responsibilities:

Develop and organize the implementation of laws, rules and regulations on pollution prevention and control of air, water, noise, solid wastes, toxic chemicals and vehicle emissions;

Organize the implementation of environmental management systems such as registration of pollution discharge application, pollution discharge permits, treatment of pollution sources within a limited period and up-to-standard pollutant discharge, operation permit of hazardous wastes, registration for import and export of toxic chemicals, and administrative execution in an acting capacity;
-
Supervise and administrate the prevention of marine environmental pollution caused by coastal engineering projects, land-based pollutants, and ship recycling; organize the development of the zoning of environmental function areas;

Organize the drafting of pollution prevention plans for national key river basins and regions, and supervise the implementation of the plans;
-
Approve the import and export permits of the wastes to be used as raw materials;
-
Guide the comprehensive treatment of urban and rural environment.
